Completely everybody in this world celebrate new year eve, but only a few people know when, where, why and who set the date of the thirty first of December. All started at The Roman Empire, traditionally calendar consisted of 10 months and 304 days, with each new year beginning at the vernal equinox. It is considered that  it was created by Romulus, the founder of Rome. But it was completely inaccurate and did not coincide with the sun and seasons. Later, in 46 B.C., the Julius Caesar decided to solve the problem. He introduced the Julian calendar, which closely resembles the more modern Gregorian calendar that most countries around the world use today.
